WaterSense® Program Overview
ICC Evaluation Service, LLC® (ICC-ES®), has expanded its PMG Listing Program to include WaterSense®, a partnership program sponsored by the U.S. Environmental Protection Agency (EPA) that identifies water-efficient toilets, bathroom sink faucets, showerheads, and urinals. The (EPA) introduced the WaterSense® program to help in protecting our nation’s water supply by promoting water efficiency and increasing awareness of water-efficient products, programs and practices.
Products displaying the WaterSense® label meet the EPA specifications for water efficiency and must be listed by an independent third-party certifying body.

What type of products will the ICC-ES PMG Listing Service list under the WaterSense program?
The following products fall under the WaterSense program:
- High-efficiency toilets (HETs)
- High-efficiency bathroom sink faucets
- High-efficiency urinals
- High-efficiency showerheads
In order for a manufacturer’s product to be considered for the WaterSense label it must be certified by ICC-ES to meet an applicable performance standards.
Process for the WaterSense Listing
There are certain criteria to follow in order to become listed with the ICC-ES WaterSense program.
Steps are as follows:
- Applicants enter into a manufacturer partnership agreement with the EPA. The agreement can be found here.
- Applicant submits an application, supporting documentation and fees to ICC-ES.
- ICC-ES reviews the application.
- An estimate of the time required to conduct a full review of the product is normally a minimum of two weeks.
- Laboratory tests will be conducted by an independent testing laboratory that has been accredited as complying with ISO/IEC Standard 17025, General Requirements for the Competence of Testing and Calibration Laboratories.
- Once all necessary information has been provided to ICC-ES, staff will review and comment as necessary before preparing a final listing.
- The applicant and any listees will be notified when the listing is available to the public and posted on the ICC-ES PMG website.
- The new listing will be valid for one year from the date of issue and may be renewed each year.
- An ongoing surveillance inspection program will be performed at facilities where the product is manufactured.

WaterSense Label
The WaterSense label is a certification mark, backed by the credibility of the EPA, identifying a water-efficient product that meets EPA criteria for water-efficiency and performance.
Any manufacturer wishing to use the WaterSense label must receive the appropriate listing from a third-party licensed certifying body such as ICC-ES.
The WaterSense label can be used in manufacturer, distributor, or retailer marketing materials to clearly distinguish products that meet the WaterSense criteria.
Receiving both the WaterSense Label and ICC-ES PMG Listing Mark
When a manufacturer applies for a listing to verify compliance with the WaterSense requirements, their products will also be evaluated by ICC-ES PMG for conformance with applicable codes and standards. This gives the applicant the benefit of obtaining both the WaterSense label and the ICC-ES PMG Listing mark.
