Product Listing Program
ICC Evaluation Service, Inc. (ICC-ES), has expanded its services into plumbing, mechanical and fuel gas product listings. ICC-ES has developed its listing program under the International Codes and other appropriate codes and standards to meet the needs of those who enforce building codes.
What is the difference between an ICC-ES evaluation report and an ICC-ES PMG product listing?
An ICC-ES evaluation report and an ICC-ES PMG product listing accomplish basically the same objective. While the two programs vary considerably in detail, they are both intended to document a product’s code compliance to the code official. Unlike conventional listing programs, which evaluate products for conformance to applicable standards, the ICC-ES PMG Product Listing Program also evaluates products for compliance with applicable code provisions. Unlike our ICC-ES evaluation report system, which is primarily geared toward evaluating new and innovative products or products that are not adequately addressed by the I-codes, the ICC-ES PMG Listing Program is set up to serve as well manufacturers of products that clearly are covered by the codes. ICC-ES listings also incorporate an ongoing inspection program at the manufacturing facility to provide assurance that the manufactured products are the same as the specimens that were subjected to the successful qualifying tests.
Neither program should be considered a product “approval”. Only the code official has the authority to approve the use of a product in his jurisdiction. The PMG listing and evaluation report programs are tools that the code official may use in making a final decision.
Why choose ICC-ES for your PMG product listing?
ICC-ES has established itself as the United States’ leader in evaluating building products for code compliance. According to a recent nationwide survey, code officials prefer ICC-ES evaluation reports as resources to use in approving alternate building products. “Our research also showed a need in code enforcement to establish a listing program for plumbing, mechanical and fuel gas products that code officials can rely on,” said International Code Council CEO Rick Weiland.
The main purpose of the ICC-ES PMG listing program is to assist those enforcing codes to determine whether a given subject complies with applicable standards and codes. Code compliance is an added feature not normally offered in listing programs. Although the basic ICC-ES listing process may be similar to other organizations’ processes, there is added value in receiving a PMG product listing from ICC-ES. This is due, in large part, to the tremendous technical knowledge of the ICC Evaluation Service staff and the ICC-ES Product Listing Committee, and ICC-ES’s focus on technical issues and code compliance.
What is our process?
- Each applicant must first submit an application, required documentation and applicable fees.
- ICC-ES will then review the applicant’s submission.
- A listing criteria may need to be developed for certain products. ICC-ES will work with the applicant to develop new or revised listing criteria as needed. The Product Listing Committee will discuss proposed listing criteria on a monthly basis or as needed to help expedite the approval process.
- Laboratory tests will be conducted by an independent testing laboratory that has been accredited as complying with ISO/IEC Standard 17025, General Requirements for the Competence of Testing and Calibration Laboratories.
- Once all necessary information has been provided to ICC-ES, staff will review and comment as necessary before preparing a final listing.
- The applicant and any listees will be notified when the listing is available to the public and posted on the ICC-ES website.
- The new listing will be valid for one year from the date of issue and may be renewed each year.
- An ongoing surveillance inspection program will be performed at facilities where the product is manufactured.
